Letter from DCC Solicitor dated 26 September threatening a banning order. Note the two byelaws cited. These were addressed and charges refuted in my letter of 4 October. The points made in this letter were excuses to ban me, not real reasons. My crime had been to ask too many questions. The decision to stymie further investigation of PN computer systems had already been taken. Indeed, it may have been taken some time previously.

Dear Sir
EXETER CENTRAL LIBRARY
Reports have been received by the Head of Library and information Services concerning an
incident that took place at Exeter Central Library on 17 September 2002.
It is alleged that you spoke to one of the librarians about the overhead fans installed in
the Library. You claimed that the fans were contrary to Government guidelines. When
invited to use one of the Library's comment forms you said that it was useless filling out
the forms as you never had any reply. You proceeded to grab a handful of the forms, you
ripped them up and then slammed them down on the desk.
Such behaviour would be a clear breach of both Byelaws 8 and 13 of the Library Byelaws
which provide respectively:
Byelaw 8 "No person shall carelessly or negligently soil tear, cut, deface, damage,
injure or destroy any book or the furniture, fittings or other contents of the
Library."
Byelaw 13 "No person shall behave in a disorderly manner in the Library or use
violent, abusive or obscene language therein."
Bearing in mind your recent behaviour as set out in the County Solicitor's letter to you
of 15 September, the Head of Library and Information Services is considering exercising
her power to exclude you from all library premises throughout Devon.
Are there are any comments you wish to draw to her attention so far as the incident of 17
September and any possible exclusion from library premises are concerned? If so, please
may I receive them no later than 4 October 2002.
